He appears to be looking for someone to hit with his arrow. Valentine’s Day must be near and someone will be having thoughts of romance in the near future. This Valentine’s Day inspired is from Harper’s Young People. The February 17, 1880 edition, like all of them from this period, did not identify their illustrators.
